tower fact cache implementation

* Tower now injects facts into jobs via memcached for use by Ansible
playbooks. On the Ansible side, this is accomplished by the existing
mechanism, an Ansible Fact Cache Plugin + memcached. On the Tower side,
memcached is leveraged heavily.
