Adrià SalaandClaude Opus 4.6 fb4c3ab0c3 Add pull_request event trigger to ATF tests pipeline (#16632) 
Previously the ATF tests pipeline only ran on `/run-atf-tests` comment.
Add on-event and on-target-branch annotations so it also triggers
automatically on pull_request events targeting devel.
