- Add RESET_PASSWORD to AdminPermissionsSchema.USERS
- Require RESET_PASSWORD in UserResource.resetPassword()
- Expose canResetPassword()/requireResetPassword()
- Implement FGAP v2 deny-overrides + secure-by-default + optional fallback
- Include access.resetPassword for Admin Console
