CI: replace Sonobuoy with Hydrophone for conformance smoke test (#13680)

Reuse the existing Hydrophone installation and preserve the single test selected by Sonobuoy Quick mode. Rename the opt-in variable to conformance_enabled and update the Elastx testcase.
