Splits the definitions into two dicts, while joining then for now to
preserve the downloads dict.
Update all consumers of the variables, which are roughly:
- manual includes of the download role (which will be removed in the
short future)
- install tasks using the resolved 'dest' to find the artefacts
This will make further division of the downloads role easier.
With priority only (#13490), the API server rejects the mirror pods
and the kubelet does not give the pods the node-critical OOM score.
Set both fields, like kubeadm does for its static pods.

Add an Ubuntu 26.04 CI job (ubuntu26-calico-all-in-one) to the main PR
matrix, OS-specific node vars, and update the coverage docs.
The VM image is published as quay.io/kubespray/vm-ubuntu-2604.

* kubelet.service: use standard permissions
systemd[1]: Configuration file /etc/systemd/system/kubelet.service is marked world-inaccessible. This has no effect as configuration data is accessible via APIs without restrictions. Proceeding anyway.
* crio.service: reduce execute permission

Add kube_vip_metrics_enabled and kube_vip_metrics_port; wire
prometheus_server and container port in the static pod manifest.
Default metrics port to 2112 to match kube-vip upstream. Document
and sample inventory updated.
Retrying to load conntrack modules was bound to fail due to the way, the current `when` conditions were utilized.
It was based on the assumption, that in case of success, the registered variable would have an `rc` attribute with the value `0`.
Unfortunately, the `rc` attribute is only present in case of a failure, where it's value is >1.
The result of `community.general.modprobe` in case of success looks like this:
```
{
"changed": false,
"msg": "All items completed",
"results": [
{
"ansible_loop_var": "item",
"changed": false,
"failed": false,
"invocation": {
"module_args": {
"name": "nf_conntrack",
"params": "",
"persistent": "present",
"state": "present"
}
},
"item": "nf_conntrack",
"name": "nf_conntrack",
"params": "",
"state": "present"
}
],
"skipped": false
}
```
While it looks like this in case of a failure:
```
{
"changed": false,
"failed": true,
"msg": "One or more items failed",
"results": [
{
"ansible_loop_var": "item",
"attempts": 3,
"changed": false,
"failed": true,
"invocation": {
"module_args": {
"name": "nf_conntrack_doesnotexist",
"params": "",
"persistent": "present",
"state": "present"
}
},
"item": "nf_conntrack_doesnotexist",
"msg": "modprobe: FATAL: Module nf_conntrack_doesnotexist not found in directory /lib/modules/5.14.0-570.32.1.el9_6.x86_64\n",
"name": "nf_conntrack_doesnotexist",
"params": "",
"rc": 1,
"state": "present",
"stderr": "modprobe: FATAL: Module nf_conntrack_doesnotexist not found in directory /lib/modules/5.14.0-570.32.1.el9_6.x86_64\n",
],
"stdout": "",
"stdout_lines": []
}
],
"skipped": false
}
```
By evaluating `failed` instead, this issue can be prevented.

Add variable to set kubelet staticPodPath location.
It can be set to empty so that we can choose to disable it for some nodes.
STIG recommendation is to disable it.

The fallback_ips tasks are essentially serializing the gathering of one
fact on all the hosts, which can have dramatic performance implications
on large clusters (several minutes).
This is essentially a reversal of 35f248dff0
Being able to run without refreshing the cache facts is not worth it.
We keep fallback_ip for now, simply changing the access to a normal
hostvars variable instead of a custom dictionnary.
Testing for group membership with group names makes Kubespray more
tolerant towards the structure of the inventory.
Where 'inventory_hostname in groups["some_group"] would fail if
"some_group" is not defined, '"some_group" in group_names' would not.
Remove system|kube_master_<resource>_reserved variables.
Those variables are unnecessary because users can simply use the
variables in group_vars if they which to differentiate control plane
nodes from other nodes.
Set conservative defaults for ephemeral-storage and pids for both kube
and system reserved resources.
