Merge branch 'containerization' into devel

* containerization:
  Updating make targets for fixes to bringing cluster up and svcs
  Adding Makefile targets for local builds/deployments
  Moving Openshift work to installer directory to reduce conflicts
  Support deploying Tower into OpenShift
  Implementing containerized tower packaging
