Chris Meyers 9d24236632 pin pyflakes to allow flake8 to succeed 
* flake8 monkeypatches pyflakes to add codes to linting results. It
would seem that pyflakes 1.1.0 adds more checks but flake8 doesn't
monkeypatch to expose them. I've submitted a PR to add error code 405 to
be able to express that we ignore it in our setup.cfg

Use proot version that is used in production (5.1.0). Solves the ansible-playbook 2.0 symlink issue we see in our container when launching jobs.

* --target doesn't use wheels. Some packages only have wheel. Bump back
the package versions that have source in them, but not too far back such
that the interfaces change. It's a balancing act.

* Multiple exceptions in except should be a tuple. Otherwise, the second
parameter will be the error object. Apposed to the intent, for it to be
another exception in a list of exceptions.

Chris Meyers 78ac2ccb55 more robust check added to mongo db connection 
Calling mongoengine (or pymongo) connect() after already calling
connect() resulting in getting the first connection (connection
pooling). This is bad if we are relying on connect() to determine if
mongo is up. Added executing a ping/pong command after the connect()
command to ensure mongo is still/really up.
