This attempts to detect if there are migrations in-progress and will force display an interstitial page in the process that attempts to load the index page every 10s until it succeeds. Shane McDonald	a1bd84af5e	Build sdist inside of a container ... A lot of people have experienced issues with the system-level dependencies that are required in order to build the source distribution that is handed off to the image builds.
