Chris Meyers 667d8a2667 fix the connection check fix 
* Multiple exceptions in except should be a tuple. Otherwise, the second
parameter will be the error object. Apposed to the intent, for it to be
another exception in a list of exceptions.

Chris Meyers 78ac2ccb55 more robust check added to mongo db connection 
Calling mongoengine (or pymongo) connect() after already calling
connect() resulting in getting the first connection (connection
pooling). This is bad if we are relying on connect() to determine if
mongo is up. Added executing a ping/pong command after the connect()
command to ensure mongo is still/really up.

* Initialize object attribute to None so a later if check that depends
on that attributes succeeds. The attribute is related to unifying the
command line args to the *_instance command set.

* content_format=ansi&content_encoding=base64 support added to
?format=json on stdout endpoint.

Currently the json `content` value is made into html.
This change will allow support for consuming STDOUT for display on the
terminal.

Chris Meyers 9f33127919 fixes jenkins failures 
* include requirements.txt in requirements_jenkins.txt
* include requirements.txt in requirements_dev.txt
* alter Makefile to NOT call the requirements rule in the requirements_*
rules. Again, this is now handled by the -r requirements.txt in the
respective _*.txt file.
* install jenkins requirements "globally" (in the virtualenv)
