With BYHOUR constraints this causes a ValueError crash; without BYHOUR, occurrences are silently shifted by 1 hour. Fix by performing all arithmetic in the dtstart's original timezone. Python aware-datetime subtraction already computes absolute elapsed time regardless of timezone, so the UTC conversion was unnecessary for correctness and actively harmful during fall-back ambiguity.
