Remove allowPrivilegeEscalation from metrics-server (#8014) (#8025)

Browse Source 
"allowPrivilegeEscalation: false" blocks deploying metrics-server
on CentOS7. In addition, the original metrics-server manifest doesn't
contain it as [1]. This removes it.
