In setups where the advertiseAddress cannot be derived from the
default gateway, setting localAPIEndpoint.advertiseAddress will
eliminate the error caused by that. this is like other kubeadm
configs that we have.

* control-plane: pass kubeadm config when creating token
kubeadm token create subcommand will generate a default config when
nothing as --config is passed. therefore if we have setups that need
the config values to let kubeadm work (like if the ip cannot be derived
by the default gateway) it will fail.

* control-plane: fix first_kube_control_plane delegation with kube_override_hostname
When kube_override_hostname is configured, the node names reported by
`kubectl get nodes` differ from the inventory_hostname known to Ansible.
This causes delegation failures in subsequent tasks since Ansible cannot
resolve the hostname from kubectl output to an inventory host.

`enable_dns_autoscaler` is set to false.

dnsautoscaler should only be enabled when enable_dns_autoscaler is
set to true. without this, it could be enabled without any manifest
actually using it, which makes it a false signal.

Simplify registry mirror rendering in config.toml.
The map filter can extract the host list from mirrors so we can
just unique them and render them without needing to construct vars
for it.
For the registry mirror tls section, we can first extract mirrors
from the dict then filter on only the ones having skip_veridy defined
first and then filter on the ones having true (as the dict might not
have skip_verify defined and that would cause errors of undefined var).
This will speed up and simply the templating.
